(Re)inventing the Governance of the Gulf of Aigues-Mortes

Context

The Gulf of Aigues-Mortes is home to several protected natural sites and encompasses multiple uses. The pressures on this territory are significant, necessitating the implementation of management measures. This maritime area spans across 7 municipalities, 4 intercommunalities, and 2 departments, and it also involves the state and a multitude of public and private actors whose areas of competence or uses partially intersect with the territorial challenges. Therefore, establishing a governance model capable of coordinating the actions of these different actors has proven essential.

An intercommunal agreement was created

Our mission

Lisode was commissioned to design a multi-actor public participation strategy and facilitate the co-construction of the governance model. In partnership with the consulting firms A propos and Seaneao, our mission involved analyzing the current governance of the territory, clarifying the individual expectations of the various actors, identifying collective issues, proposing several possible governance scenarios, and finally enabling the concerned actors to agree on the most suitable model.

Impacts and results

Despite differences in positions and interests, our intervention facilitated the construction of a historic agreement among the four intercommunalities of the territory: Pays de l’Or Agglomération, Sète Agglopôle Méditerranée, Montpellier Méditerranée Métropole, and the Communauté de Communes Terre de Camargue. The public participation process thus led to the creation of the Intercommunal Agreement of the Gulf of Aigues-Mortes, the signing of funding agreements for this entity, and the recruitment of several project managers.
